Former California councilmen sentenced for bribery involving police contract and marijuana permits

The DOJ said former Baldwin Park councilman Ricardo Pacheco and former Compton councilman Isaac Jacob Galvan were each sentenced to 18 months in federal prison. Pacheco pleaded guilty in 2020 to federal program bribery; Galvan pleaded guilty in 2025 to federal program bribery and tax-assessment evasion.

According to the DOJ, Pacheco accepted bribes linked to support for a police association contract and marijuana permits, while Galvan paid bribes connected to marijuana-permit activity. Pacheco received a $10,000 fine and was ordered to forfeit $219,755; Galvan was ordered to pay $323,557 in restitution.
