A federal jury convicted former VIPD Commissioner Ray Martinez and former OMB Director Jenifer O’Neal on corruption-related charges, including honest services wire fraud, federal program bribery and money-laundering conspiracy. Martinez was also convicted of obstruction of justice; sentencing has not yet been scheduled.
The DOJ said trial evidence showed Martinez accepted nearly $100,000 in benefits linked to a $1.4 million ARPA-funded contract, while O’Neal approved an inflated invoice and later received a business lease payment funded from it. These are findings underlying the convictions, not separate allegations or settlements.
The case highlights bribery, gifts and hospitality, conflicts of interest, inflated invoicing and procurement risks involving public officials. Effective controls should include independent tender and invoice review, conflict disclosures, payment monitoring and documented approval segregation.
