Georgia man sentenced in Medicare genetic-testing kickback conspiracy

Patrick C. Moore Jr. was sentenced to 46 months in prison and ordered to pay more than $7.2 million in restitution for his role in a Medicare kickback conspiracy. The DOJ said Moore directed recruiters to induce beneficiaries to accept medically unnecessary genetic tests and received about $4.3 million in kickbacks; laboratories billed Medicare about $24 million and were paid about $7.2 million on the claims.

Moore pleaded guilty in May 2025 to conspiracy to defraud the United States and to pay and receive illegal health care kickbacks. According to court documents, sham invoices were used to conceal per-referral payments by recording fabricated hours worked.
