Brazil investigates suspected healthcare procurement fraud across 31 municipalities

Brazil’s Federal Police and Comptroller General launched Operation Legado to investigate suspected fraud in bidding and direct contracting, particularly in healthcare. The investigation covers 56 procedures worth about R$17 million across 31 municipalities, with 44 search warrants and asset-blocking measures of up to R$3.4 million authorised by the Federal Regional Court of the 1st Region.

The authorities allege coordinated company activity, simulated competition, directed contracts, overpricing, billing for undelivered products and used equipment presented as new. They also identified suspicious financial movements and possible undue payments to public officials. No charges or convictions were reported; the investigation concerns possible criminal conduct.
