Hong Kong ICAC charges former textile-company engineer over alleged procurement conflicts

Hong Kong’s ICAC charged former Pacific Textiles system engineer Leung Kam-chiu with four counts of fraud, alleging he concealed conflicts of interest and purchased IT products for resale to the company through different suppliers at marked-up prices. The alleged conduct involved 48 procurements worth about $9 million between July 2021 and March 2023; a relative, Kong Cheuk-man, was also charged in relation to one count.
